More than half a century has been passed from the time of controlling and managing natural resources such as rangelands by governmental agencies. These agencies implemented various management practices to protect and restore natural resources. Reviewing the literature provide insight to identify the cause of rangeland deterioration. A holistic and systematic approach was used to identify the main rangeland problems. Interviews with experts and natural resources conservationists were used to collect data. Content analysis was used to identify the rangelands structural and functional problems. Questionnaire was designed and its validity and reliability were checked. Likerts' scale was used to score various variables. Detrended Correspondence Analysis (DCA) was used to identify the most important rangelands problems. Results revealed that cultural, economic, social and legal issues were the most important problems of rangelands from the natural resources conservationists’ perspective.
