Contradiction among different laws on natural resources has always been controversial. Examples are the law on the nationalization of forests and rangelands, land reform laws, the law on the increase of productivity and proceeds of forests and rangelands, etc. Preserving or transferring national resources by these laws are the main focus of disputes. These laws have in some cases overlaps that further complicates the understanding of the national land rights. In recent years, remote sensing and aerial photographs has been introduced as quick and accurate tools for solving the disputes. In this research, the land tenure claim from the both sides, the state authorities and owners were investigated. For that six tracts of land were selected in Bilehsavar city. Relevant documents, records of the implementation of the regulations of natural resources, as well as the records of the implementation of regulations on land affairs have been put into investigation. Google Earth and ArcGIS software were used to interpret the aerial photos. The results show that significant decrease of state lands is happening. In the other words state lands such as rangelands has been converted to agricultural farms. Results also show that at the best situation only 30% of the existing conflicts could be resolved.
